C API integration

Include include\yolo_runtime.h and link lib\yolo_runtime.lib. Deploy lib\yolo_runtime.dll, lib\yolo_backend_onnx_cpu.dll, lib\onnxruntime.dll, and all other files in lib\ beside or on the DLL search path of the calling application. The ABI is version 4 and is identical to the RK3588 SDK. GRAY8, RGB888, BGR888, RGBA8888, BGRA8888, NV12, and NV21 image views are accepted on both platforms. A positive row stride must be at least the packed row size; NV12/NV21 width and height must be even.
